Hogan-Lopez is committed to student-centric and empathetic leadership. We aim to emphasize collaboration across Penn State student leaders, as well as within broader statewide and national collegiate organizations. Students are at the core of our advocacy, our initiatives, and our model of leadership.
Focus 1 - Expanding and Unifying Student Voices
The positions of President and Vice President are vessels to bring student voices forward, with a strong commitment to bringing new perspectives to underrepresented spaces.

Ensure student voices are heard and have an impact on the direction of Penn State’s future as an educational institution, including in areas such as the changes in educational curriculum with the rise in administrative support of incorporating AI literacy

Collaborate effectively and build cohesion between student leaders in the United Students' Advisory Board, including GPSA, CCSG, WCSGA, and the Student Trustee for unified student advocacy

Focus 2 - Building Partnerships
The Association of BIG Ten Students(ABTS), the network of all BIG Ten student governments, and Pennsylvania’s state-appropriated schools represent foundational intercollegiate systems that UPUA can leverage to improve student experiences.

Strengthen UPUA’s involvement with ABTS by further collaboration and sharing of initiative ideas, and by expanding the resources we provide through existing and new executive positions

Renew efforts to collectively advocate with PA’s state-appropriated schools, University of Pittsburgh, Temple University, and Lincoln University, in collaboration with Lion Caucus, Penn State’s Student arm of the Office of Government and Community Relations
Focus 3 - Prioritizing Initiatives that Students are Demanding:
Throughout our campaigning period, we are seeking ideas from the student body to understand their priorities.

Work through university channels to raise the Student Federal Work Study minimum wage to 16 dollars

EMPOWERING THE COMMUNITY
Empowerment means more than representation. It means providing the tools, resources, and institutional backing necessary for every student to thrive. We are committed to working towards a Penn State that is safe and community-focused, while increasing visibility and institutional support. Identity-based organizations are critical spaces for belonging and advocacy, and they deserve a commitment to longevity.
Focus 1 - Connecting Communities and UPUA
UPUA needs greater availability and approachability for student communities to build strong relationships between both groups, communicate for collaboration opportunities, and provide a platform to voice student concerns.

Organize executive-backed monthly Town Halls, and communicate initiative progress and updates directly to relevant groups through our media platforms

Implement executive office hours at consistent times, ensuring that any student can directly engage with leadership and voice concerns

Focus 2 - Supporting International Student Security
International students deserve to feel safe, supported, and to complete their academic programs without fear or unnecessary barriers.

Organize with fellow international student focused RSOs and our local community to ensure University Park is a campus where international students feel safe

Work with Penn State Global, Student Legal Services, Faculty Senate, and other relevant groups to ensure clear, accessible, and relevant information is disseminated effectively
Focus 3 - Fostering a Safe and Supportive Community
UPUA has an obligation to advance initiatives and advocacy platforms that further community safety, particularly for underrepresented communities.

Enhance student knowledgability of bias reporting mechanisms and support infrastructure in place at Penn State

Push for improved and transparent access to anonymized hate crime and bias incident data
ACCESSIBILITY & AFFORDIBILITY
The opportunities available at Penn State are only impactful when they are accessible. We will work to eliminate any unnecessary financial, physical, academic, and informational barriers so that all students can succeed regardless of socioeconomic background, disability status, or personal circumstance.
Focus 1 -Expanding Specific Accessibility Efforts
Equitable learning environments require systems that recognize diverse student needs and remove fundamental barriers to their ability to thrive.

Advocate for seamless accommodations and expanded support infrastructure for students with disabilities and/or chronic illnesses in collaboration with University Health Services and the Office of Student Care and Advocacy, including working with CAPS and the Student Fee Board to lower the wait time for appointments in the mission of improving overall student mental health

Strengthen partnerships with food access programs, advocate for further nutrition balancing options and dietary restriction accommodations, and develop clearer communication pathways for food security and integrity information

Focus 2 - Advocating for Infrastructural Improvements
The student experience will be strengthened through advancing affordable housing, modernizing transportation, and ensuring accessible, inclusive campus infrastructure.

Advocate for State College Borough and other local governance zoning code and policy to advance affordability in off-campus housing while working for continued on-campus housing improvements

Work closely with Penn State Transportation Services and the Bicycle Master Plan to continue the implementation of bike lanes, safer walkways, and improve the public transportation systems, while ensuring input from students with physical disabilities to make Penn State’s infrastructure more accessible
Focus 3 - Streamlining Resource and Information Dissemination
Penn State’s accessibility measures, when they aren’t lacking, struggle to be easily navigated, understood, or utilized; resources provided fall through the gaps of student knowledge and are lost on those who may need them most.

Further financial education initiatives in partnership with the Sokolov-Miller Family Financial and Life Skills Center

Advocate and aid in the establishment of a comprehensive database of scholarships and grants alongside relevant university offices
RESPONSIBILITY & TRANSPARENCY
We are dedicated to honoring our commitments and duty as the leadership of UPUA, believing firmly in our responsibility to uphold internal standards both for our members and the student body at large.
Focus 1 - Furthering Internal Transparency
Throughout the past year, strides have been made to increase UPUA’s transparency and accountability to the student body, but further efforts are still required.

Expand visibility and integrity of meeting minutes, agendas, legislative voting records, allocations and budgeting, and attendance, designed to be simple and understandable to our constituents.

Overhaul the UPUA website, developing it into an epicenter of our efforts and communications.

Focus 2 - Improve Assembly-to-Assembly handoffs
Every year, UPUA passes numerous pieces of legislation, and welcomes dozens of new members; effective transition of knowledge and operations from year to year is crucial for the success of advocacy initiatives.

Prioritize for long term success when working on initiatives and foster longer term role-to-role exchange relationships

Consolidate internal organizational structure, optimized for record keeping and continuity
Focus 3 - Internal Standards and Accountability
As a large-scale organization with three distinct branches operating in unique capacities, efforts need to be made to unify our ability to maintain our effectiveness, individual performance, and personal behaviors.

Develop a UPUA internal guide on position standards through a robust handbook outlining expectations of behavior, productivity, and professionalism

Institute accountability measures for the entire organization, not just the legislative branch, to ensure fairness and equity in holistic organization reliability
ELEVATING SUSTAINABILITY
As a land grant institution, Penn State has the responsibility to enact sustainable practices, as these are crucial for the longevity of high-quality education and student experience for generations to come
Focus 1 - Advancing Sustainable Infrastructure
Sustainable infrastructure is not only more economically efficient in the long run but also makes Penn State a cleaner and more enjoyable environment for all.

Work to incorporate compost waste bins in residence halls and commons, and to replace single-use plastics with compostable alternatives across campus

Support the implementation of rain gardens, green roofs, native landscaping, and permeable pavements during campus renovations, as well as the continued pursuit of LEED Gold-certification for university buildings

Focus 2 - Sustainability in Curriculum and Student Life
Strengthening Penn State’s commitment to sustainability requires a holistic approach that advances both academic integration and institutional collaboration.

Support further interdisciplinary integration of sustainable courses to engage students otherwise removed from those experiences in following the progress of the newly developed Sustainability Attributes in LionPath
Continue to build and foster relationships across sustainability-related organizations at University Park through UPUA’s Executive Department of Sustainability to put on events, push united advocacy measures, and drive tangible initiatives
​Focus 3 -Emissions and the Environment
Environmental stewardship is crucial for the longevity of educational institutions as well as humanity. As the number-one ranked Big Ten university in sustainability, it is Penn State’s responsibility to push the boundaries of what moving towards carbon neutrality looks like at an educational institution..

Advocate for the implementation of scope 1 carbon-neutral energy generation technologies, including solar panels for rooftops, parking lots, and transit infrastructure, as well as geothermal heat exchangers

Promote the follow-through of the Carbon Emissions Reduction Task Force Report, including the decarbonization of university processes and transportation
